On October 15, the Party group of the State Intellectual Property Office held a meeting to conduct special research and deployment of patent examination to improve quality and efficiency. Shen Changyu, Secretary of the Party group and director of the Bureau, presided over the meeting and delivered a speech. He stressed that we should thoroughly study and implement the important instructions of general secretary Xi Jinping on improving the quality and efficiency of intellectual property review, and implement the decisions and arrangements of the Party Central Committee and the State Council, and resolutely win the battle of patent review, quality improvement and efficiency enhancement.

Shenchangyu fully affirmed the remarkable achievements in the work of improving quality and efficiency of patent examination. He pointed out that patent review is the source of patent protection and the basis for the operation of the patent system, and the Central Committee attaches great importance to it. In recent years, the State Intellectual Property Office has conscientiously implemented the important instructions of general secretary Xi Jinping and the decision making and deployment of the Party Central Committee and the State Council. It has taken measures to ensure the implementation of the patent examination. Through a series of efforts, the patent examination capability has been improved, the review cycle has been reduced and the quality of the review has been improved. Especially during the novel coronavirus pneumonia epidemic this year, we should take overall efforts to promote the prevention and control of the epidemic and to review the business. We have achieved the following two principles: ensuring the overall stability of the review business and promoting the continuous improvement of quality and efficiency.

Shenchangyu stressed that we should improve political position, from the height of strengthening "Four Consciousness", firmly "four confidence", and "two maintenance", and better promoting the work of improving quality and efficiency of patent examination. We should adhere to the problem orientation, goal orientation and result orientation, and constantly improve the political ability, investigation and research ability, scientific decision-making ability, reform and key ability, emergency handling ability, mass work ability and implementation ability. We should strengthen scientific decision-making around improving the review policy, improving the process, strengthening quality management, optimizing resource allocation, accelerating the intelligent upgrading and transformation of the review system We should strive for a greater breakthrough. The standard alignment shall be carried out regularly with the requirements of the Central Committee to ensure that the annual quality improvement and efficiency improvement objectives are completed as scheduled. We should try our best to resolve the outstanding contradictions and problems in the field of patent examination. While continuously compressing the review cycle, we should optimize the whole application process, promote the reduction of the whole application cycle and enhance the sense of public access. We should resolutely curb low-quality applications, increase the impact on abnormal applications, and promote the smooth number of applications and the improvement of application quality. We should improve the coordination and monitoring mechanism of the examination work, strengthen the consistency of the implementation of the examination standards, and strive to achieve the authorization, rejection, objectivity and fairness and unification of standards for each patent application. We should continue to vigorously advocate practical ability, implement the work orientation of party level, carry forward the spirit of practical work, pursue business excellence, form working forces, achieve the overall "one game chess", and "one mind" at the top and bottom, and better shoulder the glorious mission of improving quality and efficiency of patent examination in the new era.

The meeting heard the report on improving quality and efficiency of patent examination by the patent office examination business management department on behalf of each department and units. The members of the Party group of the bureau made suggestions on relevant work respectively.

The Patent Office of the bureau is responsible for comrades, departments of the Bureau, relevant departments of the patent office and the Beijing foreign patent examination and cooperation center, and the chief responsible comrades attend the meeting.
